The new manual incorporates new information and results of recent research regarding the LID approach and techniques appropriate to the Puget Sound region.

Stakeholder Review of Updated LID Guidance Manual. The draft 2012 LID Technical Guidance Manual for Puget Sound was available for stakeholder review and comment from January 9 – February 15, 2012. Thank you to all regional professionals who submitted comments (see below for list of commenters, table showing on-line comments submitted, and additional comment letters submitted). Due to state budget reductions, we had limited resources for a stakeholder review and the number and extent of comments exceeded our estimates and available resources.

Comment letter received from City of Tacoma. February 2012 Draft LID Technical Guidance Manual for Puget Sound. WSU Extension and the Partnership are teaming up again to develop the region’s technical guidance on low impact development (LID).
WSU and the Partnership worked with many excellent professionals throughout the region to develop the 2005 Low Impact Development Technical Guidance Manual for Puget Sound. Many Puget Sound local governments adopted the 2005 manual, and many others use it by reference. Many developers, builders, landscape architects and others also use the manual. Information and images from the manual have been borrowed and used by offices across the nation and around the globe. We are grateful for the 2005 manual’s acceptance, and sincerely hope professionals within and outside the region find the second edition of the manual as helpful and useful. The new manual will incorporate new information and results of recent research regarding the LID approach and techniques appropriate to the Puget Sound region.
The LID guidance manual is being updated along similar timelines as Ecology’s Stormwater Management Manual for Western Washington. Ecology, WSU Extension Puyallup and the Partnership are working together closely to ensure that the two efforts are coordinated and consistent, as they did for the 2005 editions of the two manuals.
A core group is leading the project, comprised of Curtis Hinman of WSU Puyallup Research & Extension Center, Bruce Wulkan of the Puget Sound Partnership, and Ed O’Brien of the Department of Ecology. Curtis Hinman is again the prime author for the manual and Bruce Wulkan is again project co-lead and chief editor.
Soundwide Starrfish Consulting have been contracted to facilitate the process and help with multiple aspects of the update. AHBL is developing graphics and the Partnership will do layout and oversee distribution.
Pre-project Survey. Before beginning the project, the core group developed and distributed a brief eight-question electronic survey to over 500 professionals in the Puget Sound region who are involved with low impact development in some capacity. The purpose of the survey was to gain input from users of the 2005 LID manual regarding helpful aspects of the manual, missing elements, and items they’d like the 2011 update to address. The individuals who received the survey included:. All participants of the 2009 and 2010 LID Technical workshops (20 workshops; approximately 500 individuals).

Their responses helped shape the initial thinking of the manual revision. Technical Advisory Committee. A technical advisory committee has been formed to provide input to the core group throughout the duration of the update process. In choosing members, the core group sought a range of professionals with extensive LID technical expertise across several key disciplines: Engineering, local LID implementation, soils, hydrology, modeling, and landscape architecture. The 2nd edition of the LID Technical Guidance Manual for Puget Sound is now scheduled to be available to the public November 1, 2012. Key dates to note include:. The manual is being developed by a broad group of regional experts. However, many additional stormwater management professionals need to contribute to the manual’s text and images. We therefore released a complete draft of the manual with images in January 2012, and solicited input from regional stakeholders. We thank the many professionals who took the time to read the draft and review draft graphics and provided us with their thoughts.

Funding for the project comes from the Puget Sound Partnership, as part of the state-funded LID Technical Assistance Program.
